Responsibilities:
This role is weighted heavily toward business development and external collaboration. Time allocation is structured as follows:
- 80% | Business Development and Collaboration

- Business development leadership: Serve as the primary driver of capture strategy, pipeline development, and growth execution. Own the relationship portfolio across federal clients, teaming partners, and agency stakeholders.
- BD collaboration: Collaborate closely with the Business Development team to align operational capacity with capture strategies, proposals, and aggressive growth targets. Ensure seamless coordination between delivery and BD efforts.
- Partnership development: Establish strategic partnerships and alliances to expand federal market presence and capture new opportunities within the NHO and small business contracting landscape.
- Team leadership: Build, develop, and mentor a high-performing operations team. Foster a collaborative, accountable, and engaged work environment across the subsidiary.
- Operational oversight: Oversee day-to-day operations of the subsidiary, ensuring adherence to corporate policies, performance standards, and compliance requirements unique to NHO small disadvantaged business status.
- Financial management: Work closely with finance to develop and manage budgets, forecasts, and financial plans. Monitor profitability, implement sound financial controls, and ensure compliance with federal regulatory requirements.
- Strategy: Develop and execute strategies aligned with corporate objectives and growth targets. Translate corporate vision into operational execution at the subsidiary level.
- Performance metrics: Own and report on the full performance scorecard, tracked regularly to assess performance, identify trends, and drive improvement. Key performance indicators include:
- Revenue growth rate
- Profit margins
- Operational efficiency metrics, including resource utilization and cycle time
- Contractor Performance Assessment Reporting (CPAR) scores
- Employee engagement and retention rates
Qualifications:
- Clearance: Active Top Secret security clearance required.
- Education: Bachelor’s degree in business administration, management, or a related field. MBA strongly preferred.
- Executive experience: Proven experience in a senior leadership role, preferably as a President, COO, or General Manager within the government contracting sector. Experience with NHO, tribal, ANC, or other SBA socioeconomic set-aside entities strongly preferred.
- GovCon expertise: Working knowledge of federal contracting regulations, FAR/DFARS compliance, and the operational realities of 8(a), NHO, and small disadvantaged business programs.
- Strategic capability: Strong business acumen, strategic thinking, and the ability to translate corporate vision into operational execution.
- Financial acumen: Sound financial management and budgeting skills, with demonstrated P&L ownership at the subsidiary or business unit level.
- Leadership track record: Demonstrated track record of building and leading high-performing teams and collaborating effectively with business development to hit aggressive growth goals.
- Communication: Excellent executive communication and interpersonal skills, with the ability to engage credibly with boards, federal clients, partners, and staff.
Compensation & Logistics:
- Rate: $200 to $300 per hour, commensurate with experience and qualifications.
- Commitment: 25 hours per week.
- Employment type: Fractional, part-time, 6-10 months with ongoing engagement to be discussed between stakeholders.
- Location: Remote with occasional meetings in Chantilly, VA, and periodic travel as needed to perform duties.
- Reporting structure: Reports directly to the CEO, with regular engagement with the Board of Directors.
- Start date: By June 1 or before.
